Halifax Community College Trustee Board Report
 
WELDON, N.C. – The Halifax Community College (HCC) Board of Trustees met on Oct. 27 on campus for their monthly meeting.

The trustee board approved the consent agenda which included approval of the minutes from the Sept. 29, 2015, extended holiday time and standards and procedures for involuntary administrative (medical) withdrawal.

Dr. Ervin Griffin congratulated and presented President Griffin’s Service Awards to. Sithah Campbell and Kimberly Rodwell for their outstanding leadership in working to have the associate degree Early Childhood Education Program accredited by the National Association for the Education of Young Children (NAEYC). President Griffin’s Service Awards were also presented to Daniel Lovett, Dana Scott and John Foriest for their dedication in securing the $3 million grant from the U.S. Department of Education for our Preparing Men for Intellectual, AcaDemic, & Educational Success II of Halifax Male Mentoring and Advising Program (P.R.I.D.E. II). An award was presented to Mr. Michael Felt, chair of the Board of Trustees and Dr. Stanley Edwards, member of the board of trustees for the 2015 Southern Region Equity Award presented to HCC at the ACCT award gala in San Diego on Oct. 16, 2015.

Some of the highlights from Dr. Griffin's report included the following:
  • Follow-up on the Aspen Institute Roadmap to Excellence Institution. Activities included Assessment Grid – Student Learning, Certificate and Degree Completion, Transfer and Bachelor Completion, Labor Market, Equity Outcomes, Data – Strategic Plan, outcomes for the above, Performance Measures and Two-Day Site Visit – President, Executive Team, Faculty, Students, External Business and Educational Partners.
  • Outcome: A report of findings and tailored recommendation to increase student success – January 2016 and an on-site visit to discuss results and recommendations - TBD
  • National Accrediting Agency for Clinical Laboratory Sciences (NAACLS) – NAACLS Board of Directors official accreditation award for the Medical Laboratory Technician Program’s accreditation through October 2016. Next steps: October 2015 – submit microbiology objectives to NAACLS for review (due date April 2016), February 2016 review committee will meet and April 2016 board of directors will meet.
  • NC legislative session wrap-up – priorities enacted:
    • Year-round funding for all curriculum courses
    • Salary increases for community college faculty and staff with flexibility to administer
    • NCWorks career coaches
    • Equipment funds
    • Expand Career and College Prep (CCP) to agriculture and transportation classes for high school freshmen and sophomores
    • Developmental education in high school (Career & College Ready Graduates)
    • Broaden retirement plan options by allowing 403(b) plans for community college employees
    • In-state tuition for veterans
    • Retain compliance services (program audit) function
    • Priorities not enacted:
    • Tuition increases that do not support student education (governor’s budget)
    • Affirmative consent standard for community colleges
    • Community college audits transfer to state auditor
    • Billing counties for cost of developmental education
    • Providing salaries increases to faculty only
    • No flexibility in awarding salary increases
    • Transfer system office IT personnel to new Department of Information Technology
    • Transfer drives education to community colleges

  • Bonds for repair, renovation and/or new construction
  • NC Gap
Updates were also provided from the small business center annual report 2014-2015, North Carolina Community College headcount fall 2014 vs. Fall 2015, nursing licensure pass rate for 2015 associate degree graduates enrollment, default prevention management plan, financial reports, on-state expenditures, county expenditures, The Centre, Brick-by-Brick Campaign, foundation donor and recipient luncheon, American Indian Heritage Month Celebration, The Children Series, "Tales As Tall As The Sky" and calendar of events.
